When Chrome notices that a website sends a high number of notifications but receives little or no user engagement, it will quietly revoke that site’s permission to send notifications.

A Quieter Browsing Experience for Everyone

Google says the purpose of this change is to ensure that Chrome users receive only relevant updates. The system is designed to identify sites that you have not interacted with recently. Once that happens, the browser will automatically disable notifications from those sites.
