The new framework, unveiled by Technology Secretary Liz Kendall at the Times Tech Summit in London, outlines the creation of an AI Growth Lab. This initiative will allow companies to test new AI products under more flexible rules, with the goal of accelerating development in sectors like healthcare, housing, and manufacturing.
Testing AI in Real-World Environments
The government’s proposal focuses on building special testing zones where innovators can safely trial AI tools under temporary regulatory relaxations. These “sandboxes” would operate under strict supervision to ensure responsible development. The plan will first target vital sectors such as healthcare, transport, and robotics-driven manufacturing.
For healthcare, one testing environment will explore how AI can help medical professionals provide better patient care and reduce NHS waiting times. Another pilot will apply AI to speed up housing development approvals, helping the government deliver its target of building 1.5 million new homes by the end of the current Parliament. Currently, a typical housing application can run to 4,000 pages and take up to 18 months for approval.
Liz Kendall emphasized that the new framework is not about cutting corners. Instead, it aims to fast-track responsible innovation that delivers real benefits to citizens. “We need to overhaul old systems that have held back our innovators,” she said, highlighting the government’s vision for national renewal through digital progress.
A New Approach to Responsible AI Growth
At the heart of the blueprint is the AI Growth Lab, which will serve as a bridge between regulation and experimentation. Companies will be able to test tools in controlled, real-world conditions. Each project will require a licence and operate under strict safeguards to prevent misuse.
The government made it clear that regulations will not simply be turned on or off at will. Instead, specific rules can be temporarily modified under tight monitoring and for limited periods. If a company breaches its agreement or poses unacceptable risks, the testing will be halted immediately, and fines could follow.
Tech and regulatory experts will oversee the AI Growth Lab to ensure transparency and accountability. The approach aims to strike a balance between enabling innovation and maintaining public trust in AI systems.
Supporting Digital Innovation in Healthcare
The government’s announcement follows findings from a new report by the Global Government Forum on digital leadership in the NHS. The report revealed that many NHS trusts are already exploring AI in both clinical and administrative areas. One digital leader commented, “We are trying to get our arms around AI before it gets its arms around us.”
The report calls on NHS trusts to take a structured approach to AI adoption and avoid further digital fragmentation. This aligns closely with the government’s emphasis on responsible development within the AI Growth Lab.
To support healthcare innovation, the government has also set aside £1 million for the Medicines and Healthcare products Regulatory Agency to pilot AI-assisted tools. Learning from Global AI Leaders
The UK’s AI sandbox plan is part of a growing global movement. Similar testing environments have already been launched in countries such as the United States, Japan, Estonia, Singapore, and several EU members. By introducing its own version, the UK hopes to remain at the forefront of regulatory innovation and ensure that British businesses can compete globally.
The government said that close collaboration between regulators and industry has already produced real benefits. For example, the Information Commissioner’s Office previously ran a sandbox to help age-verification firm Yoti improve its technology for keeping young people safe online. Another pilot supported FlyingBinary in developing online tools for mental health support.
By building on these successes, the AI Growth Lab will aim to deliver faster, safer innovation across the economy. A public call for evidence on the new blueprint has been opened, with submissions accepted until early January 2026.
The Organisation for Economic Co-operation and Development (OECD) estimates that AI could boost UK productivity by up to 1.3 percentage points per year, equivalent to £140 billion in value. Yet, only about 21 percent of UK businesses currently use AI technologies. The government hopes that this new regulatory model will help close that gap and unlock the full potential of artificial intelligence.
