YouTube is widening the reach of its AI powered likeness detection system to include politicians, government officials, and journalists. The company announced that a new pilot program will give selected individuals access to tools that help identify and report unauthorized AI generated videos that mimic their appearance.

The move reflects growing concerns around deepfakes and how easily artificial intelligence can be used to manipulate public perception. With elections, public debate, and political discourse increasingly taking place online, platforms like YouTube are under pressure to prevent misleading content that impersonates real people.

The technology itself is not entirely new. YouTube introduced the likeness detection system last year for creators who are part of the YouTube Partner Program. Now the company is extending it to people who operate in the civic and public information space.

The goal, according to YouTube executives, is to strengthen trust in online conversations while still preserving freedom of expression.

How YouTube’s deepfake detection tool works

The system operates in a similar way to YouTube’s well known Content ID technology. Content ID scans videos uploaded to the platform and detects copyrighted material. If a match is found, rights holders can either request removal or claim monetization.

The new likeness detection feature applies a comparable approach to AI generated visuals that simulate the faces of real people.

When an eligible participant joins the program, they must first verify their identity. This process requires uploading a government issued ID and a selfie to confirm that the person requesting access is genuine.

After verification, participants can create a profile that allows the system to scan YouTube uploads for potential matches. If a video appears to contain an AI generated version of their likeness, the individual can review the content and request that it be removed.

However, not every request will automatically lead to takedown. YouTube says each report will be reviewed using its existing privacy and platform policies.

That means certain forms of expression such as satire, parody, or political commentary could remain online if they are judged to be legitimate speech.

Balancing free expression and misinformation

YouTube says the expansion of the tool is designed to address the growing misuse of AI in impersonation. Deepfake technology can now produce highly convincing videos that show people saying or doing things they never actually did.

These videos have the potential to spread misinformation, damage reputations, and influence public opinion.

Leslie Miller, YouTube’s Vice President of Government Affairs and Public Policy, said the company believes people working in civic spaces face especially high risks from AI impersonation.

At the same time, she stressed that YouTube wants to avoid limiting legitimate content such as political criticism or comedic commentary.

This balancing act reflects the broader challenge facing technology platforms today. While deepfakes pose clear dangers, overly aggressive moderation could also restrict free speech.

To help address the issue at a policy level, YouTube has expressed support for the proposed NO FAKES Act in the United States. The legislation aims to regulate the use of artificial intelligence when recreating someone’s voice or visual likeness without permission.

AI labels and future plans for the technology

YouTube already requires creators to disclose when content is generated or altered using AI. These disclosures appear as labels, although their placement varies depending on the type of video.

For example, a video involving sensitive topics may display a visible notice at the beginning. In other cases, the AI disclosure might appear only in the video description.

According to YouTube’s product leadership, not all AI generated content needs a prominent warning. Some videos, such as animated or artistic creations, may use AI tools without posing a risk of misinformation.

Interestingly, the company says the number of removal requests related to AI likeness detection has been relatively small so far. Many creators are simply using the feature to monitor how their likeness appears online rather than actively requesting takedowns.

Still, YouTube expects the situation could be different when public officials and journalists gain access to the tool.

Looking ahead, the platform plans to expand the system beyond visual deepfakes. Future versions could identify AI generated voices and other types of intellectual property such as fictional characters or well known personas.

YouTube has also hinted at new capabilities that may allow individuals to block certain deepfake uploads before they even appear on the platform. Another possibility is letting rights holders monetize videos that use their likeness in the same way music owners monetize copyrighted content today.

For now, the pilot program represents an early step toward giving public figures more control over how artificial intelligence recreates their identity online.
